Great little card for the price!

Strengths: DVI, HDCP

Weakness: Gaming

By all means, purchase this card if you are using for an HDCP machine (I am using it with blu-ray on my HTPC, and it works great). I tried playing a few games with it, and as expected, it didn't stack up well (Madden 08 worked fine, but WoW was terrible). Realize the limitations of the card, and you'll be happy.

Do not buy this thinking you can game with it, that's not the intended purpose.

A cheap card

Strengths: Cheap

Weakness: Loud fan, old GPU.

This video card uses the Nvidia G84 GPU. It handles Vista desktop well. But it's not a gamer's card. The fan noise really drives me crazy. I ended up returning it.
Some other 8400GS cards (such as the Asus silent ones) use the newer G98 GPU. The newer GPU supports better HDTV decoding, consumes less power, but is even slower in 3D.

Good video card

Strengths: cheap

Weakness: not good in game

All I needed was a basic graphics card better than the one on the motherboard. Main use is to watch HD movies. It does this fine. I have not tried any games. I had to replace an older NVidia graphics card of the 6200 series after it went bad and this is better performance and lower fan noise than my older card.
