Strengths: Very cheap. Cool not like other processor. So you don't need a loud fan for cooling.
Weaknesses: Of course it is slower than Pentium 4 but still great for money.
Summary: Good for budget PC. Especially if you used your PC mainly for Surfing, Email and Word Processing. But this processor is not suitable for gamers.
